A central bank digital currency (CBDC) is a digital form of a country’s fiat money issued as a direct liability of the central bank. Most CBDC proposals use a two-tier architecture: the central bank issues the digital currency, while regulated intermediaries (such as banks or payment providers) distribute wallets/accounts, conduct customer due diligence, and provide user-facing services. Transactions can be implemented through account-based systems (identity-linked balances maintained on a central ledger) or token-based systems (digital tokens transferred between wallets, potentially with hardware-secured credentials). Settlement finality depends on the ledger design: some systems post transactions directly to a central bank-operated ledger, while others use synchronized ledgers where intermediaries batch or route transactions and the central bank provides final settlement.
Key design questions include privacy and data access, limits on holdings or transaction size, whether the CBDC bears interest, and resilience features such as offline payments and contingency operations during network outages. Central banks also assess how a retail CBDC could affect commercial bank funding and credit creation, often considering caps, tiered remuneration, or other controls to mitigate rapid deposit outflows during stress events. Cross-border interoperability adds further complexity, requiring alignment on identity standards, messaging formats, foreign exchange handling, compliance screening, and settlement timing between jurisdictions.
